I would only say "At the same time, it [Azerbaijan] is a close ally of Turkey, too" is a huge understatement. The two countries are closest allies, with presidents of both countries describing this as "one nation, two states". Their militaries have been well integrated recently too.

The Armenia situation is upsetting. They have no one to rely upon, and had to make friends with Putin. I would still be surprised if they do make an alliance with IRGC.
